Q: If a member of the public or a private organization wishes to request permission to use a sports field, what procedures must they follow?

A: In order to ensure the smooth and efficient operation of sports fields and facilities under the supervision of the Department of Sports Development and Recreation, and to promote and develop sports for the public, agencies, and organizations, the Department of Physical Education has established the following regulations:

Article 1. These regulations are called the Department of Physical Education Regulations on Criteria and Procedures for Requesting Permission to Use Sports Fields and Facilities, B.E. 2550 (2007).

Article 2. These regulations shall come into force ninety days after the date of their announcement.

Article 3. In these regulations:

3.1. "Sports field and facilities" means fields, buildings, and places intended for sports training, sports competitions, or sports-related benefits under the supervision of the Department of Physical Education.

3.2. "Government agency" means a ministry, department, office, or any other government agency in the central, regional, or overseas, but excluding state enterprises, agencies under the law on local government administration, or other agencies which are legally designated as local government administrative agencies.

Article 4. Sports fields and facilities are intended for sports training and sports competitions. Sports and other activities deemed appropriate by the Sports and Recreation Development Office, based on the type, category, and suitability of the field and sports facility.

Article 5: Those wishing to use a field and sports facility must submit an application to the Department of Physical Education, clearly specifying the field and sports facility, purpose, details, date, and time of use, at least 15 days in advance. Upon receiving notification of approval, the applicant must sign a contract according to the form and within the time specified by the Department of Physical Education in order to be entitled to use the field and sports facility.
